Tested ON - Centos 4 SQUID 3
1)Build SQUID with delay pool options
./configure --enable-delay-pools
2)Configure squid with the following options
delay_pools 1
delay_class 1 2
delay_access 1 allow localnet
delay_parameters 1 64000/64000 32000/32000 16000/16000
3)Restart and test squid
